Over the last month, the Advisory Council on Historic Preservation (ACHP) approved modifications to the regulations that implement Section 106 (36 CFR 800) of the National Historic Preservation Act (NHPA). The modifications are detrimental to the consultation process, effectively cutting out concerned parties such as Tribes, descendants, local governments, and other interested parties. The law will also narrow the scope of Section 106 by reducing the types of effects considered and areas of potential effects (APE). These changes are detrimental to preservation efforts and would result in the destruction of numerous irreplaceable cultural resources.

An essential part of the modification process includes a period of public comment, during which concerned parties are encouraged to notify the ACHP of their concerns in writing.  These concerns will become part of the official record and ACHP will be required to review and address them.

In anticipation of the public comment period, NCAS is hosting a virtual Letter Writing Campaign Question and Answer session, which will be open to the public (including non-members). During the session, American Cultural Resources Association (ACRA) president Shawn Patch and NCAS president Danny Gregory will be taking questions concerning how to participate in the public comment period and how to accurately and succinctly convey concerns.

All interested parties are welcome to attend. Membership is highly encouraged but not required.
